The interesting asymmetric top was originally meant to house luxury condos, but the city wouldn't allow the zoning change required for residential use. I'm sure the flats would have sold with ease even with exorbitant prices.
What the top actually houses now is a lot of technical installations, and a "tuned mass damper". This is essentially a concrete block of 360 metric tons, which swims on a thin oil film, and can be moved under computer control. The inertia of this weight helps to reduce the sway of the tower under heavy wind by about half of the normal amount.
